Next RLUAC Quarterly Meeting Scheduled for August 19, 2010

RLUAC's next quarterly meeting will be held on Thursday, August 19th, beginning at 11:30 AM at Fort Bragg's Sports USA. The general public is invited to attend!

Highlights of RLUAC's May 20th Quarterly Meeting

RLUAC met at Fort Bragg's Sports USA Club on Thursday, May 20th to conduct its regular quarterly meeting. The meeting began with a Dutch Treat Luncheon at 11:30 AM and was followed by the program and business meeting.

The meeting included a presentation by Miriam Baer, Executive Director of the NC Real Estate Commission, concerning the recently adopted requirement for disclosure of military impacts on real estate. In addition Alan Moore,with the Nort Carolina Division of Forestry Resources made a presentation concerning the importance of "urban forests" in the Fort Bragg region.. In other business RLUAC unanimously adopted the proposed local government dues structure and budget for FY 2010-11.

 

 

NC Real Estate Commission Votes to Require Disclosure of Military Impacts

The NC Real Estate Commission voted on April 14th to amend the existing North Carolina Real Estate Disclosure Form to require military impacts. Beginning on July 1st realtors and property owners will be required to disclose military noise and smoke impacts to potential buyers. This requirement will allow buyers to make informed decisions about properties and should help to eliminate complaints about military noise and smoke.

Currently the military is required to maintain records of all civilian complaints regarding noise and smoke. Past BRAC Commissions included noise and smoke complaints as one of their criteria for determining which bases to realign and close.

For literally nineteen years RLUAC has been promoting the real estate disclosure concept within the Fort Bragg region as a way of protecting the fort from incompatible urban development and the safety of the civilian population living near it. The region's first DoD sponsored Joint Land Use Study (JLUS), completed in 1991, included a real estate disclosure recommendation. The recommendation was also contained in the 2003 and 2008 JLUS updates.

RLUAC is very excited to have played a role in the adoption of the real estate disclosure requirement for military noise and smoke impacts on land adjacent to North Carolina's military installations.

 

RLUAC Awarded New Contract to Conduct Reviews of Proposed Subdivisions, Telecom Towers and Zoning Changes

RLUAC's first two-year agreement with Parsons, Inc was such a success that it has been awarded a new three year contract to continue the ongoing efforts.

The purpose of the initial contract was to conduct reviews of proposed subdivisions, telecom towers, and zoning changes within the five mile area surrounding Fort Bragg, Pope AFB, and Camp Mackall

RLUAC's assistance was desinged to lighten the work load of the Fort Bragg planners as they continue to prepare for the ongoing BRAC related growth at the post.

RLUAC's non-binding recommendations assist local planners and developers as they seek to plan in a manner that protects the military training mission, the integrety of the Longleaf Pine Ecosystem, and the safety of people living near the fort.

Since executing the initial contract in November 2007, RLUAC has conducted over 200 reviews of rezoning cases, subdivision proposals, and proposed telecom towers.
