Sharyl Carter began her planning career at the Mount Rogers Planning District Commission, a six-county planning agency in southwestern Virginia. While there, she evolved from being a CDBG and TEA21 grant writer to become a Transportation Planner. In 1999 she assumed the position of Planner I with the City of Kingsport, TN. By the time she left Kingsport, she had become the Principal Planner and gained her AICP. In 2010, Sharyl became the Planning and Zoning Administrator for the Village of Whispering Pines, NC -- the position she currently maintains.   Sharyl received a B.A degree in Geography, with a focus on Environmental Studies, from Emory and Henry College, VA in 1994. In 1997 she earned her M.A. degree in Geography and Planning at Appalachian State University, NC.
