I.          CALL TO ORDER - Jean Powell, Chairperson, called the meeting to order at 12:00 PM. Following the invocation by Randy Beeman, the voting members, non-voting members, and guests were asked to introduce themselves.

II.        APPROVAL OF MINUTES - Quarterly meeting held on November 18, 2010– John Jackson made a motion to approve the minutes and Rora Kellis seconded the motion. The motion passed unanimously.

III.       REMARKS - Mr. Tad Davis, Army Reserve Command, addressed the Commission and complemented RLUAC , Sustainable Sandhills, the Sandhills Conservation Partnership, and the BRAC Regional Task force for their successes in promoting compatible land use around Fort Bragg and Camp Mackall. Mr. Davis is coming back to Fort Bragg as part of the BRAC relocation of the Army Reserve Command from Fort McPhearson, Georgia to Fort Bragg.

IV.       PRESENTATION - "Comprehensive Transportation Plan for the Fort Bragg Region" - NC DOT"s Frances Bisby introduced the team of transportation planners that accompanied her to the RLUAC meeting from their offices in Raleigh. The DOT transportation planners described the services they offer to local governments in North Carolina. There was a general description of transportation needs in the Fort Bragg region and proposed time-lines for the scheduled improvements. In addition, much attention was focused on transportation improvement needs and proposed upgrades to improve rail service to Fort Bragg -- by reducing the train tie-ups in downtown Fayetteville and switching problems at Pembroke. A new rail intersection is proposed that promises to nearly eliminate the daily blockage of several major streets in downtown Fayetteville. Construction is expected to begin sometime later this year.

V.        RECOGNITION OF RETIRNING RLUAC OFFICERS AND BOARD MEMBER -

            Chairperson Powell recognized and presented certificates of appreciation and a RLUAC paperweight to retiring Chairman John Blanton and Secretary Doris Luther for their outstanding service to RLUAC during the past two years. She also recognized the long and distinguished service that Pope AFB's Perry Benton provided to RLUAC on its Board of Directors. Perry is being transferred to a new assignment in Texas.

 

VI.       EXECUTIVE DIRECTOR REPORT AND FINANCIAL REPORT

  • Financial Report – Jim Dougherty - Jim reported that in December RLUAC had $8,000 in receipts (from the Parsons Quarterly Invoice) and $2,837.32 in expenses – leaving a cash balance of $25,233.21 on December 31, 2010. He explained that RLUAC finances are in great shape and that it is operating at slightly under budget.   Doris Luther made a motion to approve the financial report, while John Jackson seconded the motion. The motion passed unanimously.

             ACTION: Approved

 

  • Zoning and Subdivision Review Cases - Jim reported that during the quarter just completed (October 18th through January 17th), RLUAC's Board of Directors reviewed 31 zoning and subdivision cases. The reviews included 10 cases for Cumberland County; 10 cases for Harnett County; 7 cases for Fayetteville; and 4 cases for Southern Pines. That brings the total number of cases reviewed by RLUAC to over 300 since the beginning of 2008.

  • Update Concerning RLUAC's 20th Anniversary Banquet - Jim reported that reservations and menu for the event have been made with the Fort Bragg Club, invitations are at the print shop and should be ready for pick-up sometime next week, contact has been made with almost all of the VIPs on the invite list, formal requests have been made for participation of the 82nd Chorus and Jazz Combo Band. Jim also reported that efforts are underway to raise the needed corporate sponsorship to pay for the event.
