I. CALL TO ORDER - Jean Powell, Chairperson, called the meeting to order at 12:00 PM. Following the invocation by Jim Dougherty, the voting members, non-voting members, and guests were asked to introduce themselves.
II. APPROVAL OF MINUTES - Quarterly meeting held on February 17, 2011 – Rora Kellis made a motion to approve the minutes and Robert McLaughlin seconded the motion. The motion passed unanimously.

III. PRESENTATION - "Fiscal Impact Analysis Report for the Fort Bragg Region" - Julie Herland, Principal, TischlerBise - Julie presented the results of the recently completed Fort Bragg Regional Alliance (formerly BRAC Regional Task Force) commissioned "Fiscal Impact Analysis Report". Basically the study made an analysis of the land development types that have occurred within the five mile boundary area surrounding Fort Bragg in the Counties of Harnett, Hoke and Moore and the Town of Aberdeen. The purpose was to determine what types of development pay for themselves and what types do not. For the studied local governments, it was found that residential development had a net gain on the tax base -- except in the Town of Aberdeen where it experienced a net loss. However, educational and highway costs were greatest for the local governments when the urban land development was limited to residential construction on lots that were less than one acre in size. In all cases the subject governments experienced negative fiscal impact burdens when the urban land development activities were limited to single family residential development on lots that were less than one acre in size. The study also revealed that in all cases agricultural land uses provided a net surplus value for each of the studied local governments. Therefore Judie's study validated the commonly held assumption that residential development alone in not a fiscally sustainable land development pattern for either counties or municipalities in the Fort Bragg region.

IV. EXECUTIVE DIRECTOR REPORT AND FINANCIAL REPORT
- 20th Anniversary Celebration / Banquet April 14, 2011 - Jim reported that the RLUAC 20th Anniversary Banquet was held in the Fort Bragg Club on April 14th and was attended by 100 people. Army Reserve Command's Mr. Tad Davis and the Office of Economic Adjustment's recently retired Mr. David MacKinnon were the guest speakers. RLUAC past chairpersons were recognized by Chairperson Jean Powell. Entertainment for the event was provided by the 82nd Chorus and a solo piano player from the 82nd Jazz Band. 100 percent of the costs of the event were paid for by corporate and individual sponsorships.

- Zoning and Subdivision Review Cases - Jim reported that during the quarter just completed (January 18th through April 17th), RLUAC's Board of Directors reviewed 24 zoning and subdivision cases. The reviews included 6 cases for Cumberland County; 8 cases for Harnett County; 1 case for Fayetteville; and 9 cases for Southern Pines. That brings the total number of cases reviewed by RLUAC to over 324 since the beginning of 2008.

- Proposed FY 2011-12 Local Government Dues Structure and Budget - Jim reported that the RLUAC Board of Directors met on April 7th to discuss and recommend a draft local government dues structure and budget for FY 2011-12. The Board of Directors agreed to recommend to the full Commission no increases in the RLUAC local government dues structure or budget for the upcoming fiscal year. If approved by the full Commission, this would represent the forth consecutive year without an increase in the budget or dues structure.

V. BUSINESS ITEMS
- Financial Report - Jim reported that RLUAC's receipts for April were $1,000 (exclusively corporate and individual sponsorships for the Banquet) and that the expenses totaled $5,019.81. This left a cash on hand balance of $17,842.12 for the month of April. John Jackson moved and Andy Wilkeson seconded a motion to approve the financial report. The motion passed unanimously.

- Consideration of Proposed RLUAC Local Government Dues Structure for FY 2011-12 - John Jackson moved and Andy Wilkeson seconded a motion to approve the proposed RLUAC local government dues structure for FY 2011-12. The motion passed unanimously.

- Consideration of Proposed RLUAC Budget for FY 2011-12 - Robert Massey moved and Robert McLaughlin seconded a motion to approve the proposed RLUAC budget for FY 2011-12. The motion passed unanimously.
