I.          CALL TO ORDER - Jean Powell, Chairperson, called the meeting to order at 12:00 PM. Following the invocation by Glen Prillaman, the voting members, non-voting members, and guests were asked to introduce themselves.

II.        APPROVAL OF MINUTES - Quarterly meeting held on May 19, 2011 – John Jackson made a motion to approve the minutes and Robert Massey seconded the motion. The motion passed unanimously.

ACTION: Approved

   III.      PRESENTATION -  "Annual Fort Bragg Construction Projects and BRAC Implementation Briefing", Col. Steven Sicinski, Fort Bragg Garrison Commander - Col. Sicinski presented a very interesting and detailed briefing concerning the status of all new construction projects at the fort. All BRAC related construction projects are nearing completion and in most cases are ahead of schedule. The new FORCES COM and RESERVE COM headquarters building has been completed and will be occupied by staff around the first of September. The highway construction projects (I-295 and NC 87) are also well underway.

IV.   UPDATE- "Harnett County's UDO Military Impact Overlay District" - Mark Locklear - Mark reported that Harnett County is nearing completion on the revision of its new Unified Development Ordinance (UDO) -- that contains both the County's zoning and subdivision regulations. A new provision of the UDO includes a "Military Impact Overlay District". The purpose of this new section is to institutionalize the notification and review process codified into State law during 2003. Hopefully, the UDO will be adopted by the County Commissioners in the near future.

V.        EXECUTIVE DIRECTOR REPORT AND FINANCIAL UPDATE

 

  • Zoning and Subdivision Review Cases - Jim reported that during the quarter just completed (April 19 - July 8th), RLUAC's Board of Directors reviewed only 13 zoning and subdivision cases. The reviews included 6 cases for Cumberland County; 3 cases for Harnett County; 1 case for Fayetteville; 1 case for Aberdeen and 2 cases for Southern Pines. The reason for the low number of cases was that Fayetteville had imposed a moratorium on rezoning cases during the effort to update its Unified Development Ordinance. Still, that brings the total number of cases reviewed by RLUAC to over 337 since the beginning of 2008.

  • End of FY 2010-11 Financial Report - Jim reported that the RLUAC's expenditures for the fiscal year ending June 30, 2010 totaled $42,346.67.. Since the budget was $45,000.00, RLUAC completed the fiscal year nearly $3,000 under budget.

VI. BUSINESS ITEMS

 

  • Financial Report - Jim reported that RLUAC's receipts for July were $9,350.00 (that amount includes dues received from all but two member governments) and expenses of $2,687.84. That left a cash on hand balance of $25,220.72 as of July 31st.   Robert Massey moved and John Jackson seconded a motion to approve the financial report. The motion passed unanimously.

 

ACTION: Approved

 

VII.     ADJOURN - There being no further business, the meeting was adjourned at approximately 1:06 PM.
