Highlights of the August 18th RLUAC Quarterly Meeting

Col. Steven Sicinski (Fort Bragg's Garrison Commander) presented a very interesting and detailed briefing concerning the status of all new construction projects at the Fort.. All BRAC related construction projects are nearing completion and in most cases ahead of schedule. The new FORCE COM and RESERVE COM headquarters building has been completed and will be occupied by staff around the first of September. The highway construction projects (I-295 and NC 87) are also well underway.

Harnett County's Mark Locklear reported that Harnett County is nearing completion on the revision of its new Unified Development Ordinance (UDO) -- that contains both the County's zoning and subdivision regulations. A new provision of the UDO is the inclusion of a "Military Impact Overlay District". The purpose of this new section is to institutionalize the notification and review process codified into State law during 2003. Hopefully, the UDO will be adopted by the County Commissioners in the near future.

In other business, Ececutive Director Jim Dougherty reported that RLUAC ended the 2010-11 fiscal year approximately $3,000 under budget. Also, as of the August 18th meeting local government membership dues had been received from 18 of the 20 member governments. Jim also reported that during the quarter the RLUAC Board only had 13 land use cases to review. Howeveer in just the preceeding week alone the Board had already received and reviewed an additional 25 cases.
